Undergraduate Scholarships Terms and Conditions 2012-13

1.     Eligibility

a.     Those not eligible for any Scholarship

The following are not eligible for any scholarship:

  • those studying for a qualification that is the equivalent level, or lower than, one already attained, including non-UK qualifications
  • students who pay overseas or Island fees
  • students who transfer from another institution
  • students funded by the NHS Business Services Authority (NHSBSA) ie Physiotherapy, Occupational Therapy and Social Work
  • those on the final year of the MEng or MMath or MFinMath (where a fee waiver will be applied)

b.     Eligibility Definitions

Low income

Those with an annual residual household income of less than £25,000. [Residual income is the household income before tax and after any pension contributions or allowances for dependent children.] For full time students, a full financial assessment must have been carried out by Student Finance England and agreement must have been given by the student to share this data. This assessment must have been completed at the time of scholarship allocation or confirmation of conditional scholarships in early September and it is the responsibility of the student to ensure this has been completed by the Student Loans Company. For part time students, evidence of income must be presented to the University for verification of eligibility.

Low socio economic group

Those who belong to the following socio economic groups:

                  4               Small employers and own account workers

                  5               Lower supervisory and technical occupations

                  6              Semi-routine occupations

                  7               Routine occupations

                  8               Never worked and long-term unemployed

Care Leavers

 

Those who have spent at least three months in care (and declared this on their UCAS application form) including at the time of their 16 birthday

Disabled

Those who declare a disability on their UCAS application and this has been verified by the University’s Disability and Dyslexia Service

Mature

Those who are at least 21 years of age at the start of their course, except PGCE where mature applicants must be at least 25

Low participation neighbourhoods

Postcodes classified as ‘1’ by HESA.

Parents without an HE qualification

Those whose parents or step-parents or guardians have no higher education qualifications, such as a degree, diploma or certificate of higher education, and this has been declared on their UCAS application

Partnership Schools and Colleges

Those who completed Key Stage 5 in one of the state-maintained schools and colleges in Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon or Hounslow. 

Ordinarily resident in England

You are ordinarily resident in England if you have habitually, normally and lawfully resided in England from choice. 

 

c.     Proof of Eligibility

  • Data will be collected from the UCAS/GTTR application forms for information on low socio economic groups, age, low participation neighbourhoods, partnership schools and parents who do not have a higher education qualification.
  • For “care leaver”, evidence of care leaver status, in the form of written documentations from the student’s local authority (corporate parent) will be required before any payment can be made.
  • For “low income”, full time students must have provided Student Finance England with sufficient information to enable a full financial assessment to have been carried out prior to the allocation of scholarships in early September, and consented to share this data. Brunel University will use the result of that assessment to confirm “low income” eligibility. It is the student’s responsibility to ensure that the Student Loan Company have fully carried out the income assessment prior to scholarships being allocated or confirmed in early September. 
  • Evidence of Disabled Student Allowance (DSA) will be required before any payment can be made to those awarded a scholarship on the basis of a disability. 

 

2.     Allocation 

2.1  Eligibility criteria are reviewed annually. 

2.2  Scholarships are awarded to those who meet the eligibility criteria at the time of allocation. 

2.3  Students are considered for scholarships at the time of their application only and cannot be considered should their circumstances change during the course of their studies. Scholarships cannot be backdated.

2.4  Late applications may be considered for any scholarships remaining unallocated after the main allocation meeting in early September.

2.5  Only one scholarship can be paid to any one student in any one year.

2.6  Access, Foundation and Academic Excellence scholarships will be conditionally allocated in March prior to entry in September. 

2.7 Academic Excellence Scholarship and PGCE Access Scholarship will be formally awarded in August, following receipt of A-level results; all other scholarships will be awarded in September, prior to entry into Level 1. (Foundation Awards will be awarded prior to entry into Level 0 in September.)

2.8 Foundation year students will be considered for a conditional Access or Academic Excellence scholarship at the same time they are considered for a Foundation scholarship. Consideration for an NSP, Urban, Alumni or Local Boroughs scholarship will be given to Foundation students in the September prior to starting the foundation year. Any provisional allocations of an Access, Academic Excellence, NSP, Urban, Alumni or Local Boroughs scholarship will be deferred and confirmed upon successful completion of the foundation year and payable from Level 1.

2.9  Placement scholarships will be allocated in early September, immediately prior to the start of the third year of a sandwich course, regardless of whether the course is thick or thin sandwich.

2.10  Students awarded an NSP, Access, Local Boroughs or Alumni scholarship will automatically receive a placement scholarship if they are registered on a sandwich course at the time placement scholarships are allocated.

2.11   Scholarships will be allocated in the same academic year as a course application is received. Should a student defer entry to the following academic year, any scholarship awarded will also be deferred to the following academic year.

2.12 The decision of the Allocation Panel is final.

Allocation of specific undergraduate scholarships:

(a)    National Scholarship Programme

316 scholarships will be allocated in early September, following publication of the UK ‘A’ level examination results, to those applicants who completed the scholarship application by 10 March[1] and who meet the following eligibility criteria:

·       Low income
·      
at least one of the following under-represented* categories, ranked in the following order:

  • care leaver
  • from a low participation neighbourhood
  • mature
  • attended a Brunel widening participation partnership school or college
  • disability (including dyslexia)
  • low-socio economic background
  • parents have no higher education qualification

·       must be ordinarily resident in England (i.e. excludes those living in Wales, Northern Ireland,  Scotland or EU, Overseas Territories, Gibraltar etc) in order to receive the tuition fee element of  the  scholarship i.e. £2,000.  EU and part-time applicants are not eligible to receive the remaining £1,000
·       must be eligible to receive a tuition fee loan from Student Finance England and have consented to the sharing of data submitted to the Student Loans Company
·      
must have made Brunel University their firm choice through UCAS
·      
must have submitted a completed scholarship application by 10 March

Where more applicants meet the criteria than there are scholarships available, the number of points scored from the under-represented criteria met will be taken into consideration. [See section 4.3 in these Terms and Conditions for details of points allocated to each under-represented criterion.]

(Scholarships will be awarded based on results received at the University at the time of allocation.  Late or amended results cannot be considered.)

The scholarship will be a £2,000 fee waiver plus £1,000 taken either as (a) an additional fee waiver or (b) discount on the cost of on-campus accommodation or (c) a cash award

Application process for part-time students
Eligible applicants submitting a direct course application form prior to 1 August and who are made an offer to study at Brunel, will be asked to complete a scholarship application form in August which must be completed and submitted by 31st August.  Successful students will be informed in early September, following confirmation of eligibility.

(b)   Academic Excellence Scholarship

Up to 150 conditional scholarships will be allocated in March, prior to September entry, to those applicants who completed the scholarship application form by 10 March and who meet the following eligibility criteria:

·       must meet the entry criteria for their programme of study and achieve one of the following qualifications and grades*:

  • 3 A levels with grades AAA or above
  • International Baccalaureate Diploma with 35 points or above
  • 3 Scottish Advanced Highers with grades AAA
  • Higher Irish Leaving Certificate from 4 subjects with grades A1, A1, A1, A1
  • BTEC Extended Diploma with grades D*D*D*

·       must make Brunel University their firm choice through UCAS
·      
must have submitted a completed scholarship application by 10 March

*qualifying grades must be in the subjects expressed in the offer of admission

The scholarship will be a £3,000 fee waiver or £2,000 in fee waiver and £1,000 in cash in year 1.  Payment of the scholarship in subsequent years is conditional upon meeting the progression criteria shown in section 3.9 of these Terms and Conditions.

Where more applicants meet the criteria than there are scholarships available, allocation  will be made in the order in which the scholarship application was received at Brunel University.  Where insufficient applicants meet the criteria to enable all the scholarship money to be allocated, consideration will be given to students who achieve AAB or equivalent*.

*As defined by HEFCE.

(c)    Brunel Access Scholarships

380 conditional scholarships will be allocated in March, prior to September entry, to those applicants who completed the scholarship application form by 10 March1 and who meet the following eligibility criteria:

·       must meet at least one of the following underrepresented criteria:

  • care leaver
  • from a low participation neighbourhood
  • mature
  • low income
  • attended a Brunel widening participation partnership school or college
  • disability (including dyslexia)
  • from a low-socio economic background
  • parents do not have a higher education qualification

·       must be ordinarily resident in England (i.e. excludes those living in Wales, Northern Ireland, Scotland or EU)
·      
must be eligible to receive a tuition fee loan from Student Finance England and consent to the sharing of data submitted to the Student Loans Company
·      
must have applied to Brunel University by 15 January UCAS deadline
·      
must have completed a scholarship application by 10 March
·      
must make Brunel University their firm choice through UCAS by 9 May

Scholarships will be confirmed in early September, once the information given on the scholarship application form has been confirmed as being accurate. Where not all of the scholarships can be conditionally allocated in March or where not all scholarships can be confirmed in early September, the allocation of any remaining scholarships may be made to those applicants who meet all the eligibility criteria apart from applying by 10 March deadline and who score the most points on the under-represented eligibility criteria (see section 4.3).

Where more applicants meet the criteria than there are scholarships available, the number of points scored from the under-represented criteria met will be taken into consideration. [See section 4.3 in these Terms and Conditions for details of points allocated to each under-represented criterion.]

 (Scholarships will be awarded based on results received at the University at the time of allocation. Late applications will only be considered if some scholarship remain unallocated.)

The scholarship can be taken either as (a) a fee waiver or (b) discount on the cost of on-campus accommodation or (c) a cash award and the value will be as follows:

                  Level 1:                  £1,000  (normally year 1)

                  Level 2:                  £1,500  (normally year 2)

                  Level 3:                  £2,000  (normally year 3)

Scholarships can only be given once at each level and students must meet the normal progression conditions, as shown in section 3.9 of these Terms and Conditions, before payment can be made. A separate scholarship is available during the placement year for those who meet the criteria and other placement bursaries may be available for those on an unpaid placement without paid expenses.


(d)   Local Boroughs Scholarships

20 scholarships will be allocated in early September, following publication of  UK ‘A’ level examination results, starting with those applicants who have achieved the greatest number of tariff points above 360 (excluding Key Skills) and who meet the following remaining criteria:

·       must achieve a minimum of 360 UCAS tariff points in total (excluding Key Skills)
·      
must attend a maintained school or college (not an independent or private school) in Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon or Hounslow
·      
must meet at least one of the following underrepresented criteria:

  • care leaver
  • from a low participation neighbourhood
  • mature
  • low income
  • disability (including dyslexia)
  • low-socio economic background
  • parents do not have a higher education qualification

·       must have made Brunel University their firm choice through UCAS by 9 May
·      
must be eligible to receive a tuition fee loan from Student Finance England and consent to the sharing of data submitted to the Student Loans Company
·      
must be ordinarily resident in England (ie excludes those living in Wales, Northern Ireland, Scotland or EU, Overseas Territories,  Gibraltar etc)
·      
must have submitted a completed scholarship application by 10 March

Allocation will continue with those who have the next highest number of UCAS tariff points, excluding Key Skills, until all the scholarships have been allocated. In the event that too many applicants have the same number of high tariff points, scholarships will be awarded first to those who score the highest number of points from the under-represented criteria. [See section 4.3 in these Terms and Conditions for details of points allocated to each under-represented criterion.]

(Scholarships will be awarded based on results received at the University at the time of allocation. Late or amended results cannot be considered.)

The scholarship will be in the form of a £5,000 fee waiver and £1,000 taken either as (a) an additional fee waiver or (b) discount on the cost of on-campus accommodation or (c) a cash award, each year for a maximum of three years, provided that the progression criteria, as shown in section 3.9 of these Terms and Conditions, have been met. A separate scholarship is available during the placement year for those who meet the criteria and other placement bursaries may be available for those on an unpaid placement without paid expenses.

 

(e)   Alumni Scholarships

Five scholarships will be allocated in early September, following publication of  UK ‘A’ level examination results, starting with those applicants who have achieved the greatest number of UCAS tariff points above 360 (excluding Key Skills) and who meet the following remaining eligibility criteria:

·       must achieve a minimum of 360 UCAS tariff points in total (excluding Key Skills)
·      
must attend a maintained school or college (not an independent or private school) in Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon or Hounslow
·      
must meet at least one of the following underrepresented criteria:

  • care leaver
  • from a low participation neighbourhood
  • mature
  • low income
  • disability (including dyslexia)
  • low-socio economic background
  • parents do not have a higher education qualification

·       must have made Brunel University their firm choice through UCAS by 9 May
·      
must be eligible to receive a tuition fee loan from Student Finance England and consent to the sharing of data submitted to the Student Loans Company

must be ordinarily resident in England (i.e. excludes those living in Wales, Northern Ireland, Scotland or EU, Overseas Territories,  Gibraltar etc)
·      
must agree to take part in Brunel publicity and reports back to the scholarship donors
·      
must have submitted a completed scholarship application by 10 March

The scholarship will be £6,000 in cash each year for a maximum of three years except in the event of more than five applicants achieving the same tariff points, the number of points scored from the under-represented criteria met will be taken into consideration. [See section 4.3 in these Terms and Conditions for details of points allocated to each under-represented criterion.]  Where it is still not possible to separate out only five students, the total fund of £30,000 pa will be shared out amongst all those with the same high tariff points and who have the same number of ranked under-represented criteria points. A separate scholarship is available during the placement year for those who meet the criteria and other placement bursaries may be available for those on an unpaid placement without paid expenses.

 

(f)     Urban Scholarships

Scholarships will be allocated in early September, following publication of  UK ‘A’ level examination results,  to those applicants who meet the following eligibility criteria: 

  • must achieve a minimum of 360 UCAS tariff points in total (excluding Key Skills)
  • must have made Brunel University their firm choice through UCAS by 9 May**
  • must have attended the Brunel Urban Scholars programme for a minimum of two years
  • must be eligible to receive a tuition fee loan from Student Finance England and consent to the sharing of data submitted to the Student Loans Company
  • must be ordinarily resident in England (ie excludes those living in Wales, Northern Ireland, Scotland or EU, Overseas Territories, Gibraltar etc)
  • must agree to take part in Brunel publicity and reports back to the scholarship donors
  • must have submitted a completed scholarship application by 31 July

** except where an applicant has accepted a firm offer from Oxford or Cambridge, in which case they should make Brunel University their insurance place

(Scholarships will be awarded based on results received at the University at the time of allocation.  Late or amended results cannot be considered.)

The value of the scholarship will be up to £3,000 in cash each year, depending on the number of qualified applicants and on academic performance, for a maximum of three years, provided that the progression criteria have been met.  A separate scholarship is available during the placement year for those who meet the criteria and other placement bursaries may be available for those on an unpaid placement without paid expenses.

 

(g)    Foundation Scholarships

150 conditional scholarships will be allocated in March, to those applicants who complete the scholarship application by 10 March[2] and indicate that they will meet the following eligibility criteria: 

·       must meet at least one of the following underrepresented criteria:

  • care leaver
  • from a low participation neighbourhood
  • mature
  • low income
  • attended a Brunel widening participation partnership school or college
  • disability (including dyslexia)
  • low-socio economic background
  • parents do not have a higher education qualification

·       must be eligible to receive a tuition fee loan from Student Finance England and consent to the sharing of data submitted to the Student Loans Company
·      
must have made Brunel University their firm choice through UCAS by 9 May
·      
must be ordinarily resident in England (i.e. excludes those living in Wales, Northern Ireland, Scotland or EU, Overseas Territories,  Gibraltar etc)
·      
must have submitted a completed scholarship application by 10 March

*under-represented, as in Brunel University’s population

Conditional scholarships will be confirmed in early September.

The value of the scholarship will be £1,000 taken either as (a) a fee waiver or (b) discount on the cost of on-campus accommodation or (c) a cash award in year 0.

 

(h)   Placement Scholarships        

The placement year fee of £1,000 will be waived for all those students who meet the following eligibility criteria:

·       must meet at least one of the following under-represented* criteria:

  • care leaver
  • from a low participation neighbourhood
  • mature
  • low income
  • attended a Brunel widening participation partnership school
  • disability (including dyslexia)
  • low-socio economic background
  • parents have not been to higher education

·       must be registered on a sandwich course

Confirmation of receipt of a placement scholarship fee waiver will be made in early September of the third year of a thick or thin sandwich course or the fourth year of a sandwich MEng, MMath or MFinMath course.

 

Allocation of PGCE Access scholarships:

Scholarships will be allocated in mid August to those who meet the following eligibility criteria:

·       must have firmly accepted an unconditional offer on a full time PGCert course
·       must meet at least one of the following under represented criteria:

  • from a low participation neighbourhood
  • aged 25 or over
  • disability (including dyslexia)
  • low socio-economic background
·       must be ordinarily resident in England (i.e. excludes those living in Wales, Northern Ireland, Scotland or EU, Overseas Territories,  Gibraltar etc)

Where more applicants meet the criteria than there are scholarships available, the number of points scored from the under-represented criteria met will be taken into consideration. [See section 4.3 in these Terms and Conditions for details of points allocated to each under-represented criterion.]

3.     Scholarship Payment

3.1  National Scholarship Programme

The tuition fee will be reduced by £2,000 for the first year of study.

The student will then elect to use the remaining £1000 of scholarship award from one of the following options:

(a) a further fee waiver for tuition fees for level 1
(b) a discount on the cost of on-campus accommodation
(c) a cash award both to be used during level 1.

Successfully awarded students will be sent a scholarship payment selection task via e-vision in early September; students must confirm their payment selection by no later than 1 October. Students who do not return the completed payment selection task by 1 October will automatically be recorded to receive the cash option. Students will be asked to supply relevant bank account details to support receipt of the cash option.

Note:This element is not available to EU or part-time students not ordinarily resident in England.

3.2  Academic Excellence Scholarship

The student can select from the following two options:

(a) The tuition fee will be reduced by £3,000 for year 1 and for a further two years, subject to meeting annual progression criteria;
(b) The tuition fee will be reduced by £2,000and the remaining £1,000 will be given in cash in three installments.

Successfully awarded students will be sent a scholarship payment selection task via e-vision in early September; students must confirm their payment selection by no later than 1 October. Students who do not return the completed payment selection task by 1 October will automatically be recorded to receive the full tuition fee waiver option. Students will be asked to supply relevant bank account details to support receipt of the cash option.

3.3  Brunel Access Scholarship

Prior to the start of each year that the scholarship is due, the student shall select whether they want the scholarship  award to be taken as (a) a fee waiver or (b) a discount on the cost of on-campus accommodation or (c) a cash award. 

Level 1: Value of £1000
Level 2: Value of £1500
Level 3: Value of £2000

Successfully awarded students will be sent a scholarship payment selection task via e-vision in early September; students must confirm their payment selection by no later than 1 October. Students who do not return the completed payment selection task by 1 October will automatically be recorded to receive the cash option. Students will be asked to supply relevant bank account details to support receipt of the cash option. 3.4  Local Boroughs Scholarship

The tuition fee will be reduced by £5,000 for each year of a full time course, up to a maximum of three years and for three years of a sandwich course ie excluding the placement year, subject to the student meeting annual progression criteria

Prior to the start of each year of the course that the award is available, the student shall select whether they want the remaining £1,000 to be taken as (a) an additional fee waiver or (b) discount on the cost of on-campus accommodation or (c) a cash award. 

Successfully awarded students will be sent a scholarship payment selection task via e-vision in early September; students must confirm their payment selection by no later than 1 October. Students who do not return the completed payment selection task by 1 October will automatically be recorded to receive the cash option. Students will be asked to supply relevant bank account details to support receipt of the cash option. Where a student has applied for tuition fee loan funding, the Student Loan Company will be notified of the tuition fee waiver(s) in early September.

3.5  Alumni Scholarship

The £6,000 Alumni Scholarship will be paid in three installments in each year of a full-time course (or for three years of a sandwich course). The Scholarship will not be paid during the placement year of a sandwich course.

Successfully awarded students will be sent a scholarship payment selection task via e-vision in early September each year; students must confirm their payment selection by no later than 1 October. Students will be asked to supply relevant bank account details to support receipt of the cash option.


3.6  Urban Scholarship

The £3,000 Urban Scholarship will be paid in three installments in each year of a full-time course, up to a maximum of three years, or for the first two years and fourth year of a four-year sandwich course. The Scholarship will not be paid during a placement year.

Successfully awarded students will be sent a scholarship payment selection task via e-vision in early September each year; students must confirm their payment selection by no later than 1 October. Students will be asked to supply relevant bank account details to support receipt of the cash option.

3.7  Foundation Year Scholarship

Prior to the start of year 0 of the course, the student shall select whether they want the £1000 scholarship to be taken as (a) a fee waiver or (b) discount on the cost of on-campus accommodation or (c) a cash award. 

Successfully awarded students will be sent a scholarship payment selection task via e-vision in early September; students must confirm their payment selection by no later than 1 October. Students who do not return the completed payment selection task by 1 October will automatically be recorded to receive the cash option. Students will be asked to supply relevant bank account details to support receipt of the cash option.


3.8  Placement Scholarship

The £1000 tuition fee for the placement year of a sandwich course will be waived in its entirety to all eligible students who have met the relevant annual progression criteria.

3.9 PGCE Access Scholarship

The tuition fee will be reduced by £2,500. Where a student has applied for tuition fee loan funding, the Student Loan company will be notified of the tuition fee waiver(s) in early September.

3.10 Payment dates

Payment dates for all Scholarship awards (where relevant) will be: 

  • First payment: second week of December
  • Second payment: first week of March
  • Third payment: second week of June

3.11  Conditions of Payment for all Scholarships

All scholarship payments, discounts and fee waivers will only be made providing:

  • the student is enrolled at the University on an undergraduate degree programme of study at the time of the payment
  • the student progresses to the next level of study with no compulsory retrievals [scholarship payment will be made where optional retrievals are taken or where compulsory retrievals have accepted recorded mitigating circumstances],with the exception of the Academic Excellence scholarship where the following applies:

In order to retain their Academic Excellence scholarship, students must evidence their excellence by maintaining a First Class profile at the end of level 1 and level 2. This profile is based on that which must be achieved in order to obtain a First Class Honours Degree.  A student must achieve the requirements set out in 1 and 2 below:

1.     The overall progression profile for the level must not contain any grades below D-.

2.      Having met criterion 1 above, a scholarship holder’s grade profile for the level must also meet one or more of the following sets of criteria:

NB  Where cash payments form part of the scholarship, this will be made direct to a UK bank account

 

4.     General Terms and Conditions

4.1  Students may only be awarded one scholarship, with the exception of the Placement Scholarship and the Foundation year scholarship which can be awarded alongside one of the other scholarships and/or other placement bursary provision.  If a student is eligible for more than one scholarship, s/he will be awarded the one which will be the most financially beneficial across the full course duration.

4.2  Tariff points for scholarship purposes must all be gained normally within three years prior to admission to Brunel University. 

4.3  Weightings given to each of the under-represented criteria are as follows:

4.4  Where there are too many students with the same number of UCAS tariff points and insufficient scholarships, the total number of under-represented criteria points scored will be taken into consideration when allocating scholarships. 

 

4.5  No scholarship is payable in the Masters year in the integrated degrees in Mathematics and Engineering because the course fee has been set at the national basic rate i.e.  £6,000 in 2012

 

5.     Withdrawal of a Scholarship

5.1 The University reserves the right to withdraw a scholarship from anyone who is found to have misled the University about any aspect of their eligibility and to seek repayment of any monies already paid by appropriate means.

5.2  If a student changes to a different programme or to a different mode of study, their eligibility for a scholarship will be reviewed and the scholarship may be withdrawn eg to a course for which there is NHS funding.

5.3  Where a student is awarded a Placement Scholarship and subsequently changes from a sandwich mode of study to full time, the Placement Scholarship will be withdrawn.

5.4  If a student takes a period of temporary withdrawal or withdraws from the course completely, the University reserves the right to seek repayment of any parts of scholarship award already made. This includes tuition fee waivers, accommodation discounts and/or any cash payments received.

5.5  Students who withdraw before the end of the academic year may be asked to repay part of their scholarship. This includes tuition fee waivers, accommodation discounts and/or any cash payments received
