The rapid embrace of cyberspace by modern society brings complex challenges and opportunities for intelligence communities. Despite its pervasiveness, cyberspace as an operational environment is still approached mainly in terms of network security and external threats to the national information space and critical infrastructure. Equivalent attention to the opportunities and challenges of the cyber environment for active intelligence collection, pro-active counter-intelligence and offensive information and influence operations is increasingly essential. This conference will address this growing blind spot in strategic and operational thinking by organizing content around two interwoven themes of  Technology and Systems' and 'Policy and Doctrine.
